" Akiyama had told Mm that the Chamber of Commerce of Maui was pressing hard for the project; they wanted it on Haleakala, and at one point while he was campaigning for Mauna Kea, he was told to mind his own business and stop interfering. "If the project went to Mauna Kea there would be a lot of explaining to do to the people of Maui," someone had told him. Herring wondered if there was any sense in doing further tests.

There were three high mountains on the islands: Haleakala (House of the Sun) on Maui, and Mauna Loa and Mauna Kea on the island of Hawaii. The latter two were out of the question; Mauna Loa was still active and Mauna Kea was remote and had no road to the summit. Haleakala was therefore selected, and in 1955 Steiger and a student, John Little, began testing conditions on the summit. Sky transparency was critical, but the number of clear days per month was also important. Within a short time they found that Haleakala was an excellent site, the atmospheric transparency even better than that at the Climax Solar Observatory in Colorado.
